The observer’s responsibility is to objectively evaluate the test and ensure the test specifications, processes, and policies are being followed. For the CLT-E (CHT in Canada) certification exam, the observer/evaluators perform a key role in ensuring a candidate’s testing experience would be the same from licensee to licensee as well as from one testing event to another presented by the same licensee. With the revised exam and Observer checklist, the licensees and the International Certification Council (ICC) have a renewed focus on administering the exam “to the letter” and ensuring its validity, reliability, defensibility … and above all else … its consistency in execution. The Observer program is a pivotal part of the CLT-E certification program. The ICC endeavors to assign an industry expert to each field testing event. These individuals will be known to be knowledgeable, professional, and thorough, and as such, qualified to perform the role of the observer and evaluate the licensee’s testing event. Observers who have been notified by the ICC of their assignments will find the information, documentation, and forms needed to arrange their travel and reimbursements and complete their observer reports below: The Observer Manual contains information on how a person qualifies to be an observer, the timeline that each observer should follow leading up to the test, a copy of the expense report, general instructions, a summary of the items included on the checklist report and the Candidate and Judge Orientation meeting agendas. Observers should become familiar with the manual, including timelines and travel instructions, soon after receiving their assignment. It is recommended that the observer print this short document and prepare a binder to hold all supporting documents for the event. PLANET will send you the test books and Site/Materials lists as .pdf files to include in this binder. Every Observer should spend time reviewing these pages since the structure of the test has changed radically effective 6/1/2008. Ask the Test Administrator to confirm which specialty modules will be offered at the test you observe. A digital camera would be useful to document what you find at the test site – a picture is always worth a thousand words. The Observer Checklist should be printed out and completed throughout the day of the test. We suggest you print 2 copies to have on site with you, just in case . . . It will take good time management skills to gather information on everything during the course of the day. The Observer should be familiar with the checklist prior to arriving at the test site and have a game plan in mind. Afterward, the information should be entered into the Excel document and sent to PLANET as an attachment to e-mail along with any photos taken to illustrate the comments in the report. The Observer Checklist includes a list of documents to collect from the Test Administrator. These should be mailed to the PLANET office or sent electronically as scanned documents. Both the Checklist and the Expense Report MUST to be completed and sent PLANET WITHIN 30 DAYS OF THE TEST.
